Other than the game mechanic, which other people are explaining, it has no
meaning; it was coined for the d20 system.  It feels similar to 'take 5'
which means to take a brief rest (~5 minutes).  The similarity may be
intentional: taking 10 implies you are being careful and relaxed,
something you can only do under break-like circumstances.
