Not necessarily so. Though it's true in large part, check out AEG's
upcoming Spycraft for a counter example (class abilities/progressions
can be viewed at www.seriesarcher.com). This was an intentional design
decision. Similar intent applies to Third World Games' upcoming
Firestorm d20 RPG.

While balancing character classes within a setting, or rules set that
applies across a number of settings (and therefore within each setting
to which those rules apply) is important, it is hardly necessary to
balance to character classes between settings/rules sets that are never
meant to interact (Spycraft vs. D&D for example).

IOW, d20 is not intended to allow players to answer such questions as
"Who would win in a fight, Conan or Luke Skywalker?"

IMHO, of course.

Besides, (also IMHO) the Star Wars classes aren't even balanced with
each other, much less other d20 games...
