Mongoose Publishing has put out a book in their Encyclopaedia Arcane
series called Constructs.  Check out the reviews at rpg.net.  It has a
system for creating all manner of automatons....

You'd probably have to be some multi-classed Huckster/Mad Scientist (is
that even allowed?) to make one, but as the Marshal you have no such
restrictions.  ;)
