These are the minimum skill levels for a ranger of that rank.  They may be higher.  It's not at all like a the templates.  Think about it like this.  If you are in the police, and you want to be a sergent, you have to know certain things.  Things the other sergents know, your professional: law must go up a few points, etc.  The minimums aren't all that high (except for rank 5, but by the time you have that many merits it should be penuts).  This gives you plenty of points to specialize in other skills.

next set of questions.. does he have to buy the edge, rank (ranger) up also to increase in rank? or can he do this instead of bringing all his skills up to whats listed on the chart?


No, in fact one cannot buy the edge rank without the marshals permission.  Rank works a little different from other edges as it must be earned.  When you have the required skills/merits, and meet any other requirements then your rank goes up.  You don't have to pay any bounty.
