That hindrance is called:  Hated.  I only remember this because its in the
HOE Templar's book.  It was actually defined as.. "Look at is as the
opposite of renown." or something to that effect.

As for punishment, you can't fault their logic.  They might have watched an
old episode of "The REAL Ghostbusters" or read some Steven King.    I think
"yeller" would also be too steep a price.  Probably the safest bet.
