Here's a solution:

Those with an initiative roll of 0 or less are limited to partial actions
for the round.

To simulate the effects of going bust on an initiative roll you might also
have the character/critter in question also be flat-footed until their
action comes around.

Yesterday, I was GMing a deadlands d20 campaign and tried to use the new
rules of using cards for initiative.

Within the first few seconds we found a flaw in the system.

Namely what do you do when a character/thingy has a negative initiative?

Any ideas?.
