I figure he means "fate chips," but wouldn't that be an interesting new
rule.

Everytime you do something that increases the belief in a truly Divine
being, you get a faith chip which can only be used on rewards, miracles, and
other divine events.  Only applicable to the "Blessed" or to Shamans.  Ok,
maybe not.  But... never know with a few tweaks.
