I think that's just a case of terrible wording.  Mind you, even after trying to decipher it, I'm not sure exactly what they mean.

See, I think instead of saying "It doesn't grant any rerolls (like a blue chip)" what they mean is "It doesn't grant any rerolls (so it acts as a blue chip, which also doesn't grant rerolls.  Just like a blue chip, it allows you to add the result of one more die roll to the current total)"

However, any pair of sentances that reads

"A Legend chip could also be used to reroll a result on a table, a Reliability check, or even damage. It doesn't grant any rerolls (like a blue chip) when used on a roll like this, however."

Is confusing - "be used to reroll a result ...  It doesn't grant any rerolls when used like this." - what does it mean?

I think the interpretation I've given above is correct, but I don't guarentee it.
