It has it's plusses and minuses.  Since I told my players about the Marshall
Cheats for combat, they count how much damage they did to a mook to tell if
he is almost dead.  If the players don't know this already, than the chips
would give them too many clues.

The thing is that the effective range is much greater than you could ever
really hope for, so I always figured it was a moot point.  You could get hit
by a bullet from a 1/4 mile and die, but in game terms that would be +22 to
hit!  At that range might as well aim for the head!
