	Actually, it doesn't seem like that much of a stretch to me. Just
ask your start asking your average American about Canadian history. The
truth of the matter is, human beings can be both completely oblivious
and/or dumb as sheep. We've also got a distinct way of misattributing
information.
	So, while folks can live with a slight amount of fear (i.e. The
Cold War), they'll also get on with their lives, on the off chance that it
won't happen to them. Monsters? Phah... they've only gots them in New York
City... and if one o' them came around here, I'd show him what's what. 
	Groskar already mentioned ghosts, but I'll toss in Bigfoot and the
Loch Ness Monster as other hints that the knowledge might not be all that
widespread. Scientists have used every method the can think of to try and
sound Loch Ness for Nessie, and still came up empty. But, she still shows
up. All it takes is a lack of hard evidence... or a few well publicized
hoaxes... to assuage the public's fears. A few Pinkertons manufacturing
the right evidence could go a long way towards it.
