In theroy, bullets are really only incredibly tough to come by in the start of
the game.  There are rules throughout the book for finding, making, and
willing bullets into existance.  What it comes down to is that if you are a
good enough gunslinger, you will eventually get a good enough supply of
bullets that you can afford to miss every once in a while.  Really, the change
just seems so drastic because in Deadlands it is assumed that your character
could easily get access to enough ammo to support a small squad of automatic
toteing wackos.
