One reason for why Hucksters might be VERY rare would be Throckmorton's
people. (No spoiler here because this is supposed to be fairly common
knowlege).

Throckmorton (for those of you still waiting) is everyone's favorite little
tinpot dictator.  He was a military officer during the last war, and after the
bombs he rounded up a bunch of other military types and set up shop in Denver.
He has the last working weapons factory on the planet churning out arms and
ammo for his thugs, and is very paranoid about other people using this gear
against him.  To prevent this, all weapons, vehicles, and ammo magazines are
rigged with thermite charges which recognizes a chip implanted in each of his
troops.  If someone without this chip tries to use this gear it blows up in
their face.

This is a GREAT weak spot.  Imagine a hex (title "Peekaboo") which would let
the huckster use some of this gear, or another hex (title "Who's There") which
would mask the implanted chip of the target ("See that guy over there with the
grenades? Watch THIS. **boom**").  Once they figured out what was going on it
would be open season on Hucksters, and there would be a considerable bounty
out there for anyone suspected of being one.

The same goes for Blesseds.  Imagine a miracle that fouls up computers.  Or,
how about a Doomsayer with EMP?  I wonder how well shielded those chips
reeeaally are....
