Yeah, I sort of wondered about the weight issue.  I think someone mentioned
having another table about weight as another modifier so that you don't use
a 50 lb. gun.  I can see what they were trying to do by saying, "Look, you
are building it out of whatever you can find laying around so your gun
might be made from a car's engine or something."

About decreasing material requirements:  I'm not sure yet but really it
doesn't seem like the components would be TOO difficult to gather up given
a little time.  On the other hand, that TN tends to shoot up there into
that 13 range awfully quick.  I would at least set a minimum limit
depending on how many points were required.
