I think it's Overawe would be higher.  I mean, if a Terminator knock-off
was telling me, "You have 10 seconds to comply," I sure as heck would be
complying.

I would probably say since you already have the Ugly As Sin Hinderance from
your Arcane Background that you couldn't take it again as a separate
Hinderance.  Instead give it a Habit or something where right before combat
it always says, "Danger, Will Robinson!! Danger!!"
