It hadn't really crossed my mind until we ran our weekly HoE session
yesterday and the posse's Doomsayer did run out of Strain.  I won't give
out Spoilers but basically they were ambushed by some Scavs from roughly
forty yards away.  He tried one of his blasty things for 1 point which
didn't work since they had some cover.  He tried his first Nuke for 5
points after that.  Sort of funny because the posse ended up taking 1d20
damage.  I got a good laugh out of it.  After that, he did some Healing for
a couple more, had to use Tolerance a little later, realized they had
actually went into an enemy stronghold where a nasty Abomination was
setting up shop and the Strain kept piling up.  He just didn't have any
time to rest and regain.  

So yes, it was necessary.  Not something that happens every day but it
would be nice to have the option.
