I'd say if you can use words like fry, sear, char, immolate, or burn to
describe the damage done it's an energy weapon. This would include lasers,
plasma weapons, and flamethrowers. If the words smash, pound, slice, skewer,
slash, chop, or puncture are more appropriate then it's a physical weapon.
(bullet = puncture).
Energy weapons should get some benefit to justify that extra percentage --
things like a small area effect (1 foot diameter), ability to set fires, or
perhaps the ability to attack indirectly (like using an electrical weapon to
send a charge along a metal rod the other guy is holding). It would depend on
the weapon, the special effects, and the situation.
