Yes and no.  It contains a pretty large full-length adventure, which is pretty
decent and does a LOT to flesh out the background of the campaign world.  It
also has more detailed information on Black Hats, the equipment they use, and
how they operate.  It also has more details on weapons (mostly Helstromme
Industries stuff), and goes into a lot of details on wormlings.  All in all, I
found it much more usefull than Marshal Law.
