[HoE] Junkers points (Shane)

Okay... I feel really foolish for having to ask this.  I'm sure it's
right in front of my face but... The points that a junker must spend to
make a new invention- Where do they come from?  Surely not from bounty
points.  One of my players told me he couldn't figure it out, so I told
him I'd check when I had a chance (We haven't begun the campaign yet). 
So today I double checked and I couldn't find it either.  I feel rather
foolish because after years of gaming I should be able to find such a
thing.  So please, help a Marshal in his time of need!!
