poverty oath is a tricky one, on the one hand you need tools, but on the 
other hand i don't think you can justify hi tech gadgetry. the minimum 
required tools as suppose is the key - pistol yup, sniper rifle - i 
dunno, binocs - iffy. maybe take the sniper rifle down to a conventional 
rifle - nothing too flashy, maybe a battered up pair of binocs ?

another way to look at it - if the templar came across someone worthy in 
greater need of the sniper rifle than he - what does he do ??

i think its something that would stimulate a lot of good roleplaying, 
difficult to put hard and fast rules to.
