No, I don't think it's out of wack, I just think that this is designed
to reflect the dificulty of finding the correct materials. In our world
it is'nt nessasarily cheaper to reload your own rounds, depending on
what components you use. Imagine how hard it would be to find some of
these components in a post apocalyptic world.
