I can't claim to have been everywhere in the West, but I can't think of a 
single city out here that has a subway system (or ever had one at one 
point).   That is pretty much restricted to cities in the Northeast.   
Several places have light rail projects in various stages of 
implementation, but again, these would be on the surface.

But, most cities have extensive sewer and underground systems for 
telephone/cable, so you could get down and crawl around in those.  :)
