Real easy fix for this one: cancelled chip codes.  Every black hat chip has
it's own ID code, as we know from Wasted West.  We can assume that all of
the equipment chips have some sort of "reader".  Throckmorton, being the
intelligent overlord that he is, decides to cancel the security code of the
Renegade Black Hat, rather than think to himself:

"What could one man do?"

After all:

If my trusted lieutenant ever asks me "What can one man do?" I will
respond, "This," and shoot him in the head.
