Which is the point of a semi-jacketed slug in the first place.  With a soft
nose there's much more chance the bullet will "mushroom" and expand
dramatically upon impact.  Thus slowing it down and transferring more of the
energy to the 'target'.  

Fully-jacketed slugs have a greater chance of overpenetrating, although this
also increases the possibility of penetrating barriers in front of the
target (like body armor, doors, walls, etc.).
