In _Smith_&_Robards_ they say anyone can take a MS blueprint and with the
appropriate rolls to understand it and a few levels of Tinkerin' can build the
device, so their gizmos could be copied.  Of course, "copy" does not
necessarily mean "understand". 

The manitous were not working magic with the Mad Scientist, just giving them
insights to technology beyond their understanding.
