[HoE] Junker stuff

I have a junker in my game that opted to make his own device. He made a 
cab mounted assault rifle for his pick-up that shoots anything that gets 
within one yard of the truck. He calls it his "Theft deturent system". 
My question is should I charge him for the NA assalt riffle he used for 
the device. I mean if had picked one of the devices from the book he 
would not have had to pay fror the componets so why should he have too 
for his own device. I would just tell him to shut-up and fork over the 
dough but the char. needs the money for the future. What do ya'll think 
and how would ya'll handle this
