<<<<<I got a question on a particular Syker power called Brain Bomb:
	
In Brainburners, it states that for a Syker to successfully use Brain
Bomb, they have to achieve 3 raises against a target.  This is against
the victim's Vigor for a TN, and each action spent trying costs 1 Strain.
 My question is, if you were to roll incredibly well and hit your target
number with 2 raises, is that sufficient or do you need to make the TN
and get 3 raises above it?

Example:  A victim's Vigor is 3d8, so the TN is 8.  Let's say you roll
18.  Does his head explode or would you need to get 23?

Example 2: Same victim, same TN. Your first roll is a 10, second an 8,
and third a 9.  Does the power work?  Or would you need at least a 13 on
all three attempts, (in this example).
