I would say a speed of 2 but a character has to make a speed load roll or
spend an extra action loading the bolt.  Skilled characters, for example,
could put a bolt in and pull the string back all at once, only needing two
actions (pulling the string and firing).  The time it takes to pull back the
string might also be neccessary to charge the bolt, so "shooting from the hip"
should not be possible.
