[HoE] Question about raising multi-leveled edges...

There are edges, such as tough as nails, that can be bought for multiple
amounts of points.  If you start a character with tough as nails for level 1,
how many bounty points would have to be spent later to raise it to level 2?
Would you have to spend all 6 points, and just "forget" about level 1, or
would you only pay 3 points, because it's only being raised 1 level?  This has
been bothering me, does anyone know the answer?
