Well, I know it's sort of like saying the name of the Scottish play in a
theatre, but you could take a look at some of the tricks from the old
"Street Fighter" RPG (if any are left). And, for power comparison's
sake, you can compare things like fireballs and the like to the
appropriate syker/doomsayer powers.
But I would suggest using Strain instead of wind for Chi. After all,
one of the martial arts powers can act like Fortitude (call it "Last
Ditch Strength" or the like).
But I do find the idea very interesting...
Offhand, there ought to be more than just Jeet Kun Do around after all
of these years: at very least a few other rouge martial artists could
have gone off (or some very talented people inspired by video games?).
After all, it can get rather dull if they're all using the same style.
Plus, who could resist the urge to have a variant of Drunken Fighting
called "Spook-Juiced Fighting"? Wong Fei-Hung, eat your heart out!

The NPC of the party is affected by radiation poisoning and is touch and
go for a night. He seems to pull through, but his skin is flushed and
he has an irregular heartbeat. Of course, these are the final effects
on the body of the newly harrowed NPC, but the posse probably won't find
out for a while...
