There are two reasons that you ain't being too harsh.

1) You're the Marshal.

2) This is Hell on Earth.  If you have Children o' the Atom, check the
sidebar in the adventure about "Cheating".  If you don't, it basically says
Hell on Earth is a harsh setting, and part of the game is scrounging for
all those "need to have" items- bullets, guns, fuel, vehicles, etc.  The
first thing I said when I saw 122mm gun was "Damn! Are these guys playing
Rifts or something?" ;)
