[HoE] Morrow Project

Ok, here's an idea that I've been kicking around in my head for awhile now,
based on a game that came out in the early 'eighties.

The Morrow Project

Years before the ghost rock bombs fell industrialist Bruce Edward Morrow saw
what the future had in store for mankind. Claiming to have travelled to the
future and seen the blasted remains of our world, he began to put together
the contacts and funding necessary to try to preserve our world.

Morrow didn't feel there was any chance of preventing the devastation. He
didn't know about the Reckoners or their plans, but he could see that the
nation's of the world were all struggling to control the diminishing supply
of ghost rock and other resources. He felt the only thing to do was to focus
on helping people recover from the devastation and rebuild after the bombs
fell.

Towards this end he and his followers formed the "Morrow Project", a private
and clandestine organization to train and equip troops, doctors, enginneers,
agriculturalists, and a host of other specialties who would be placed in
suspended animation to emerge after the bombs and help the survivors to
rebuild. These volunters would be placed in underground "boltholes" all
over the globe, sleeping until needed.

The project actually managed to set up a number of these "boltholes" before
the day that Stone showed up. Walking thru security that would have stopped
an armored battalion, he strode right into the project's Prime Base and
slaughtered everyone who knew any real details of the group's mission and
goals. The rest were hunted down and arrested or killed by local authorities
after rumors of terrorist training camps were planted by the Reckoners'
agents.

The sleepers were not spared either. Most died when the bombs fell --
shielding that kept out the radiation didn't stop the hoard of unleashed
spirits. Some were twisted and horribly mutated as they slept, to emerge
later as puppets of the Reckoners to terrorize the survivors. A few sleep
on, waiting for an activation signal that may never come.

Each "bolthole" will contain one or two vehicles along with personal weapons
and supplies for the team inside. Additionally there will be some extra
equipment -- extra ammunition, spare parts, food, etc. There will be a
number of supply caches in the team's immediate area as well. Teams will be
set up for specific purposes -- recon, medical, agricultural, or
security(military). Their equipment will reflect this, but all teams will
have at least personal weaponry. Equipment will be of good quality -- the
best that could be obtained at the time the team was buried. Vehicles were
equiped with fusion power plants and stocked with plenty of amunition.

Ok, there was no way in Hell the Reckoners would let a group of well
equiped, well organized heroes spoil their lovely fearscape by popping up and
helping everybody. So they destroyed the top people, discredited the rest,
and killed or mutated most of the sleepers.

Note that I said "most".

There are three ways you could use this setup. First, the players could be
members of one of these teams. They would have a lot of gear to start with
if you go with the normal situation, or they could wake up after some
survivors had stripped some or all of the equipment from the "bolthole".

Second, your players could find one of the supply caches and find clues that
there is a larger cache somewhere nearby. Of course, the cache would be
occupied by the abominations that once were the Morrow team.

Third, the players could find one of the "boltholes" which was not destroyed
or tainted and wake up a group of motivated, well equiped people who are
convinced that they are the only hope of mankind and will do anything they
have to in order to protect their mission. Hope the players don't have their
hands full of loot when they get jumped by the sleepers.

ComSat could also know about the Morrow Project, although what it might do
with, for, or to them is up to you.
