We've often wondered about this as well, given that none of us are that 
acquainted with the theories of ballistics enough to know what might "layer" 
and what might not.

Further confusion arises from the fact that sometimes the rules go out of 
the way to say when something _does_ layer, implying that such an occasion 
is an exception and stuff doesn't normally layer (I'm thinking the Templar 
armor-type ability).  If layering were a standard, then why would the 
Templar/Armor ability have to specify it occurs?
