I asked you about this a LONG time ago back when the Radiation Screen
first came out, but the subject came up again on the list.  I figured
I'd ask you again so we all could get it straight and get it into the
accumulated rulings.

Buffy the Doomsayer wants to use EMP on some black hats. The Black Hats
have chipped brain bombs, chipped assault rifles, and are riding around
in a chipped HMV. Will EMP work on them, what's the TN, and do their
brains automatically explode?
