The combination of friction and impact when a bullet punches through a C-4
lined armor vest might be enough to create a minor secondary explosion.
Maybe your PCs find the guys wearing the experimental rigged vests, and are
greatly amused by how they explode when you shoot 'em.

Of course, IIRC, Thockmorton doesn't give his Black Hats armor, they
scavenge it themselves.  Maybe the troops build themselves a deadman's
switch - when this vest comes off, it sets off a smaller, more concentrated
charge (high penalty to hit if you even know about it or where it is).
