As somebody else noted, and as the rulebook states, BHs scavenge for their 
armor.  So Kevlar armor wouldn't recognizably be Black Hat property.  And if 
it were, it would be because it were rigged to explode...in which case you 
wouldn't have to worry about it being resold in the first place.  ;)

The glut idea is a little more promising, but I'm not sure that 20 suits 
would make a "glut."
