You can look at it this way:
Harrowed are described as needing a couple of hours rest every so often so the
Manitou inside can rest and recover its energies.  So Harrowed do technically
sleep, just not as frequently as do other characters. As to the difference
between Pyskers and Hucksters, I can't help you there since I don't have the
Psyker book yet.
