Well, I haven't gotten Junkman Cometh yet (I'm still a fanboy, I'll just get 
it next payday), so I can't comment on the design rules.  However that won't 
stop me :)

You could make this something that actually existed prior to Judgement Day.  
That way your junker would not have to create it using spirits or spirit 
batteries.  Let him scrounge some parts and use Science: Engineering 
(mundane) or Tinkering to get it working.  It would just be a man-powered, 
single seat vehicle.  Of course after the 13 years the elastic bands might be 
a bit brittle.
