My first inclination would be to install some standard currency for the
Mall area- "Mall Bucks" or some such.  The posse can trade with the
assessor for "Mall Bucks" which they then spend in the Mall.  Kind of like
Hub Bucks (or whatever) in Fallout.

Of course, nowhere outside the Mall honors "Mall Bucks", and there are *no*
refunds (though you are welcome to buy your goods back with "Mall Bucks"-
at seller's market prices, natch).
