 Depending on what importance your town was, and how close it was to a city 
that got bombed there are several different ways you canmake yer settlement. 
1) the encampment wasn't close enough to a bomb site to get very effected 
(everyone was effected however, just some worse than others.  Nuclear war 
will do that to a region)
and was left in relatively good shape (after the looting and pillaging) if 
they are a bunch of normal people with no immediate threat to them, then they 
probably would be a town who didn't change very much because they was no real 
reason to. So think of an abandoned suburban (uhh) neighborhood.  The walls 
are slowly falling apart, the paint has changed it's color several times, but 
it's basically Happyland in post-apocalyptic west. Now if it's a real 
survivor settlement, these people are real survivors.  There are large 
lookout posts made by hand on every corner of town, there are walls made of 
cars and other metal objects and every resident has a gun (or two, or three, 
or fou.....).  if yer looking for visuals, just look at some of the pictures 
in the player's guide, and other sourcebooks to get a real feel for the 
wasted west.
