usually have some desire burning in you that attracts the manitou in the
first place? Desires like Hatred or vengeance. I could see rare incidents of
Harrowing in cities and stuff. A gang member killed in a drive by shows up a
week later is going to really put fear into the enemy gang. It makes sense.

it, the manitous possess heroes to torture THEM, not so much to cause fear in
the world (that's just a pleasant side effect).
Second, remember that it usually takes a while for a Harrowed to come back.
During this time, a number of things are usually done to the body
embalming-wise, which destroys the brain. So...the number of harrowed will
diminish by a lot. Most Harrowed will either be people whose bodies were
"lost," (shallow grave by the railroad track), sat for a long time before being
recovered (earthquake vistims), or had a religious taboo against desecrating the
body (Orthodox Jews or Muslims).
Also, the power of people to believe what they want to believe is amazing. ask
your average suburbanite mother what she thinks the inner city is like, and
you'll hear a description that pales in comparison with what really happens.
Add the fact that the Reckoners don't want to flood the world with evil, because
it eventually gets to be old hat...too many folks with Grit are bad for
business.
