Just as a note, when I originally responded to the first post (Ryan's), it 
was not my intent to suggest that this situation comes up _every_ time, 
against _every_ opponent.

If, say, the Fearmonger of St. Louis (whatever it may be - my PCs are going 
to find out shortly for my campaign-setting...) is kicking butt, the Templar 
ain't going to go around and take a census of everybody still living in the 
ruins to see who's been naughty and who's been nice.  Templars shouldn't, 
and aren't in my setting, going to let Fearmongers have a free walk just 
because (as the Templars themselves admit, or at least Joan does) the 
majority of the world ain't "worthy".

I figure about a third of a time you're going to have that kind of a 
situation.  And about a third of the time, Templars will be dealing in 
non-Fearmonger type situations where the victims _are_ worthy.

That just leaves a third of the time when these potential conflicts can 
arise.

As above, I would agree.  I just don't think it's "most scenarios," but 
maybe about a third.  Your mileage may vary, of course.  I certainly don't 
want my PCs fighting Fearmongers more than, say, a third of the time, 
though.  I haven't worked up to a point where non-Fearmonger threats are 
what I would consider "big enough".  Maybe when Silas and his Grundies start 
pouring back out of Las Vegas, or Samuel and his BHs hit the road, yes, but 
I don't plan to get to that point for a while yet...
