Actually, he could learn powers, but only the ones from the basic rulebook.  
The ones unique to the Doomsayer SB (that requires a Smarts 11 TN check and 
1-8 hours per attempt) have to be taught, and therefore (presumably) 
wouldn't be taught. Although presumably, if you could somehow find a teacher 
(maybe a Lector, although that would take a _lot_ of role-playing type 
persuasion/questing, one imagines) who was willing, you wouldn't be 
forbidden from learning new miracles from that teacher.

Templars don't have a "teacher" but simply gain new powers (and increase 
existing ones) spontaneously.

The description of "Outcast" in the Doomsayer SB isn't tantamount to a death 
sentence literally (Joan doesn't order anyone's death in these cases).  But 
it _is_ harsher than what anyone has suggested Simon do to templars who do 
less-than-massively abusive violations of the Templar Code.  That folks (and 
Pinnacle itself in some cases) are mellowing out Simon to the point where 
he's less harsh than Joan kinda demonstrates the contradictions some of us 
are having problems with.

The Templar equivalent of Outcast is basically Anti-Templar.  So it's kind 
of all or nothing.  One suspects there should be some kind of Outcast that's 
the equivalent of the Doomsayer version, for Templars who are "on the outs" 
with Simon but haven't gone over to the ATs, either.
