While most corpses would probably have lost anything that could rot, some may 
be very well preserved.  Bodies in some dry or sealed conditions could have 
mummified to some extent and some could have been frozen somehow (trapped in 
a freezer?).  However, any zombies which date back to the last war would 
probably still be pretty meaty -- the manitous animating them would want to 
keep as much muscle mass as possible.  They might let the epidermus slowly 
rot to enhance the effect on anyone encountering them.
