I was writing up an adventure this afternoon and while reading through
either the rule book, Wasted West, or Last Crusaders (if I remember
correctly it's in the Prospector's tale in the Rulebook) it mentions the
Combine's troops killing mutants, finding them genetically inferior.  I
doubt the Cult of Doom has taken this lightly, and is probably already
staging raids against Combine forces.
