This reply is probably to the detriment of my own syker character.
Nonetheless, my GM probably knows how to get me anyway...;)

First thingie..banshee stones run out if you call on them TOO much. 
Anyhow, strain can be limited simply by not letting her regain it. Send her
tons of goons, let them soak up the strain, then pop in a badass, and see
how she handles it.
How do I make combat a challenge for this char without squashing

Emphasize things like...."After arsoning the gang to hell and back, you hear
a few crackles in the fire....it's a shame what fire does to good,
salvagable ammunition and equipment..."
 I mean I keep thinking that the reason the good guys are

I assume she always passes those Guts checks ? Well, strain is limited, even
at 10 + Fortitude and a banshee stone. 
Try the following. 1) Send "soakers" to soak up her extra strain/ outnumber
the party slightly. 2) Spread out the enemy, dunt let her get 10 of them
with one arson. 3) Let the enemy have something of importance, like
information, equipment or even a hostage, that'll put a damper on her
pyrokinetic ways. 4) Don't forget that sykers and doomsayers are usually
targetted first. So, in the first round, first action....make sure she has a
reason to dodge and use up actions running for cover. 5) Don't forget all
the possible modifiers/conditions that can make a syker's life hell.
Running, cover, line of sight, etc.

Hope that helps. I dunt run a HOE game, but I've seen the results of all
these tactics from the recieving end...yikes.
