[HoE] cyborg questions (who would have guessed)

Ok, just got the cyborg book last night. Can't say HOW much I love it,
it's great. Two quick questions after reading it about twice through.
1) Armor: Okay so you have to have hardpoints to get armor, but they
give you hardpoints? I'm confused. If anyone can explain this a bit
better I'd be mucho apprecio
2) the self repair unit- the description says all prewar cyborgs have
it, yet none of the "package deals" list it. Considering the Infiltrator
unit doesn't get enough $$ to get it, I'm a tad confused.
