In Weird West, only Harrowed could count Coup. In HoE, with the world
saturated in supernatural energy, anyone can. It's a side effect of the
end of the Reckoning.

A step is the next die type. Reduces damage dice by one step means that
instead of rolling 3d6 for damage, you only roll 3d4. If the Harrowed in
question's Nimbleness was 3d8 and it went up a step, his new Nimbleness
would be 3d10. If you're referring to giving the Harrowed the
Supernatural Trait power, I'd wait until the Trait was at a d12. d12 is
the human [and formerly human] maximum and having a d12 in a Trait is
incredible. Almost superhuman. Raising the d12 Trait by a step [usually
by the aforementioned 'Supernatural Trait' power, because it otherwise
costs 36 Bounty Points] makes the Trait d12+2.

If an Aptitude goes up by +1, it means that the it raises 1 level.
Aptitudes go off die types and the only way you can get a higher die
type to use with an Aptitude is to raise it's related Trait. Example:
Character X has a "Dodge" of 3d6. His "Dodge" goes up one level [may
have read 'step' in some of the books.] Character X's "Dodge" is now
4d6.

The "Usual cost" spoken of is the fact that the Marshal draws for the
"Veteran o' the Weird/Wasted West" table in the "Marshal's Section" of
the book and gives you the result. The result [almost always a Hindrance
] is considered payment for the 15 extra points your character receives.
You don't get any extra points for the result of the "VotW/WW" table. If
the result is "One-armed Bandit", you don't get the 3 points for the
Hindrance, because you got 15 extra points from taking the "Veteran"
Edge. Your character is now poorer by a limb, but richer by 15 extra
points to distribute among their Edges and Skills.

It's okay. We love helping new Marshals because we can eventually entice
them into being as cruel to their players as we are to ours.
