Well, maybe someone has already responded, but the question was whether
the one point of drain per hour of rest requires background radiation, or is
innate to their connection to the hunting grounds. Nothing in the books says
either way as far as I know, and so we are left with our own assumptions
unless someone with officialdom responds. The book doesn't say it requires a
background count, but considering that a doomie isn't too likely to be
anywhere where there isn't one, it might just not have been considered
relevant. Or perhaps the authors thought it obvious either way, or decided
to leave it to the individual marshals.
