[HoE] Brand New Junkers & easy tech [Hopler]



Okay, here's the deal.  A member of my friend's posse
just became a junker.  Now, as a newbie, does he start
with any powers?  If he doesn't, what can he do?  I
figure, based on what the book says, he can build a
g-ray converter, spirit batteries, and other basic
components.  Would there be anything else he could do?
Also, does a device have to use one of the junker
powers for a junker to build it?  What if a junker
wants to build something simple, like a watch?  We
figured we should just guesstimate the parts required,
and make some kind of Occult Engineering roll, but
official input would be good.
