I'm reminded of Draco from Feng Shui.  His base stats make him increadably tough,
but his real power comes from having ALL tranformed animal and fu powers, which is
rather unbalancing because it is impossible for a PC to get that many.

Stone should be similar IMO, a very high level posse with good equipment and
strategy should be able to beat him, provided he doesn't use any of his harrowed
powers, invoke any servitor abilities, and generally doesn't try very hard.  Not
very likely to happen.

For someone like Stone his stats should be as high as the marshall wants them to
be.

5d12+10 for all base attributes and shooting at 6d12+10 sounds reasonable to me
(this is *before* the bonus for harrowed powers)
